We received this from a customer:
> We use Barclays.net to manage our accounts, it's a more sophisticated platform to manage payments and accessible via biometric readers. That platform is not available for Open Banking connection as it is but instead we need to request access to normal online banking first to be then able to connect via Open Banking. That way we will have the information requested (passcodes and card details) to link the accounts.
> This could be useful for you to know in case you have other customers that may use barclays.net instead of the normal online banking platform, which I do not think it would be so unusual as it is the platform that allows dual signature to transfer funds.
If this is correct, then Barclays are in breach of their PSD2 obligations. Customers using barclays.net are accessing their accounts online and therefore Barclays have an obligation to allow those customers to use AISPs and PISPs with those accounts without going through any extra registration steps.
Please could Barclays confirm this is correct.
